so Skill drain can't negate them.

Skill Drain prevents Rai-Oh's 1st effect, but he can still use his 2nd effect since tributing him to negate the special summon is a cost.

Doomcaliber will still negate all monsters effects that are activated (even if they are activated on the field) since tributing him for his effect is also a cost.

Stardust Dragon also tributes itself as a cost for it's effect.

Caius, Honest, D.D. Lady, Black Rose, Armory Arm, Mist Wurm and Trishula all activate and resolve while they are on the field, so they are negated.
