Card Effects always resolve where they activate.

Rai-Oh clearly activates and resolves on the field >:l

Now, reading Skill Drain, it should be quite obvious why it isn't able to negate Rai-Oh's Negation Effect.

I was told that so I always assumed that. :/ Activates on field but the card isn't face up on the field. I deserve the shame T_T
Edited it anyway lol.

Use with:

Barbaros - free 3000 ATK beater
Heroes - they care more about spark/blast/zero/shining so mostly unaffected except fir the warrior xyzs.
Dark World - Only possible monster affected is Zenmaines.
Malefics - attack with your other monsters and keep your malefics alive even without a field spell.

There's plenty of crappy monsters that people use in Drain decks, but just remember that if the monster is not useful without Drain, then it shouldn't be in your deck.
