Yes, Skill Drain has a cost and as such you must pay it before the effect kicks in.

Skill Drain was released a long time before problem solving text was introduced, that is why it doesn't have a ;.

They are not automatically going to update every card, and besides, skill drain says "Activate by paying 1000 life points" meaning to activate the card, you need to pay 1000 life points (cost)

lol, yes they are updating every card they released now with PSCT, the brackets is a prove that the skill drain's text is updated.

More often than not, when Konami changes a card's text, the change in text is meant for the interpretation of the wording. The effect itself doesn't change.
In essence, Konami would be change the way it you see cost, not the concept itself.

A cost is a required payment to ACTIVATE a card. Meaning, if the activation is negated, the activation has been attempted, therefore you must pay the cost because you attempted to activate it.

Cards with the text, "You must pay -insert LP amount here- to activate this card." and the like are costs. Symbols or lack thereof do not change this fact.

What you said about Problem Solving Cardtext is true. But what exactly is Problem Solving Cardtext?

Just as EHero has already said, Konami will not change any effect of any card. They will only change the cardtext to make it easier to understand.

Expect Skill Drain's text to look something like this:

"Pay 1000 Life Points; The effects of all face-up monsters on the field are negated while those monsters are face-up on the field (but their effects can still be activated)."

Now this seems relatively the same. The only thing that has been changed is this: "Activate by paying 1000 Life Points." -> Pay 1000 Life Points;
As you can read here, the ";" symbol will indicate wether or not something is a cost.
