Quick Play Spell Cards

According to this, quick plays cant be played on opponents turn unless set down on your turn. Now i seen many people on DN play from the hand because that is what I thought the rules were too, but this sight says I am wrong. Can any body help with a clarification on this please?

Can only active during opp turn when set down

You cannot activate Quick-Play Spell card on your opponents turn from your hand, if it's set, you can!

Also you can't activate it during the turn you set it, just like Trap Cards :D

Only except if the cards effect allows you to use it from your hand, during your opponents turn you could do it. Though I don't think there are such cards with such effects yet...
