On the one hand, Yubels effect of destroying other monsters activates DURING the end phase, and on the other effect veiler specifies the effect is negated UNTIL the end phase.. So does that mean by the end phase Yubel is "Un-Veiled" so to speak, or is her effect still negated DURING the end phase?

depends on what the turn player want to do, when enter end phase they can inmidiatyly activate yubel eff and it wil be negated (priority), or he can pass priority to the opponent that veiled, and he can choose whethever to resolve veiler eff before passng priority back to turn player. if they choose not to yubel eff activate and veiler negate it, as it eff ahhavent resolve and is still negating. if they choose to resolve first yubel eff proceed and gets destroyed

The person who activated Veiler essentially is the 1 who decides whether or not Veiler will negate the effect. This is true both for Yubel and for Lightsworns.

after the turn player pass the priority, so he can activate the effect first, retain priority and save yubel, if i understand right O-o

turn player can pass, but veiler player can pass right back and choose not to end the effect. If Veiler player chooses to end Veiler's effect, then turn player gets the choice to use monster's effect or not. If Veiler player chooses not to end Veiler's effect, the monster's effect will remain negated.

seeing this time most players wouldn't want yubel to be destroyed by his own effect, the one essentialy choosing would be the controller of yubel actually. because he has the opportunity to decide whether yubel's effect will be negated or not before his opponent can remove the effect of veiler.

Incorrect Hyaweh:

-If you use Effect Veiler's effect on their Lightsworn that has an End Phase mill effect - then during the End Phase they have priority as the turn player to resolve an effect first if they want to.

So they could activate the effect of their Lightsworn monster and let it be negated- or they could pass priority to you and you could resolve the lingering effect of your Effect Veiler and let its negation wear off. If you didn't want to resolve Effect Veiler's effect then you could pass priority back to them and they would have to resolve their effect per the rules of dual passing.

So you could have this work to your advantage. Also note that since just the "effect" of the Lightsworn monster was negated (and not the "activation" of the effect) - that the Lightsworn Monster's mill effect will not activate again during that End Phase.

Essentially this is saying that, through passing of priority, the person who activated veiler is the on who chooses if yubel's effect will active.

this is a simplified version on how the EP works.
Follow this, as Paul Kite put it:

Breakdown of the End Phase:
1) Turn Player can take an action or pass. If s/he takes an action, restart this list.
2) Opponent can take an action or pass. If s/he takes an action, restart this list.
3) If the Turn Player has yet to perform an action s/he is obligated to perform during this End Phase, s/he takes such an action. If not, s/he passes. If s/he takes such an action, restart this list. (Such as your Lightsworn milling)
4) If the Opponent has yet to perform an action s/he is obligated to perform during this End Phase, s/he takes such an action. If not, s/he passes. If s/he takes such an action, restart this list. (Such as Veiler wearing off)
5) End the Phase.

as seen, turn-player may make an action first, in this case activating yubel's effect so its self-destruct effect will be negated.

The controller of Yubel can only choose for Yubel's effect to be negated, they cannot decide whether it resolves with or without an effect

so does the controller of veiler =P
he doesn't have the rights to let yubel's effect resolves if the turn player wants it to be negated.

Meh, we could go back and forth at this for a while
