I saw on debris that his eff isn't stopped by skill drain I read his eff and saw some other monsters like him and wana ask are lonefire and rai-oh affected by skill drain?

Lonefire is not affected by Skill drain, because his effect is a cost and the effect resolves in the Grave.For Rai-oh, his first part of the effect " Neither player can add cards from their deck " is negated, the second part " You can tribute this card to negate a summon of your opponent's monster " is like Lonefire's effect, Rai-oh's effect is a cost and activates in the Grave, so you can tribute him to negate the summon.

I confirm MUFC and will correct him a bit the monster's effect does not activate in the graveyard, Skill Drain cannot negate it simply because it's not face-up on the field anymore.

Actually just to clear things for Lonefire. if you tribute OTHER plant monster the effect will be negated and the plant you tribute will go to the grave because its a cost. But if you tribute the same lonefire it activates in graveyard and not on the field so SD wont touch it

Actually, to clear things for Lonefire, the effect still activates and resolves on the field, regardless of what you tribute, but Skill Drain doesn't care where the effect activates or resolves - it cares whether the monster who activated the effect is currently face-up on the field when the effect resolves. If the monster is not face-up on the field during resolution of the effect, then Skill Drain will not negate the effect.

EDIT: A quick note on Debris Dragon, since that was part of the question. Debris Dragon's effect to special summon a monster WILL be negated by Skill Drain. What won't be negated is his conditions on what can be synchro summoned using him. Aka, Skill Drain does not allow you to use a level 4 monster with him and does not allow you to summon a non-Dragon-type monster with him. That is because those are conditions on the card, not effects.

As for Rai-Oh, his effect to negate a special summon will not be negated by Skill Drain because he tributes himself as a cost and is therefore no longer on the field when his effect resolves. His effect to stop players from adding cards to their hands will be negated by Skill Drain.

So to clear this up Debris dragon eff is negated ? the only eff that still remain are his synchro summoning conditions ?

His first effect can still be activated and it resolves normally. The 2nd and 3rd effect will be negated.

Correct. He won't special summon any monsters, but he still can only be used to synchro summon dragons and can't be used with a level 4 monster.
