-3 Armed Dragon Lvl3 (Most likely this card won't make it to your standby.)
-3 Horus Lvl4 (these just take up space when you could probably never pull off there initial effect.)
-1 Red-Eyes B Chick (Useless.)
-1 Red-Eyes B Dragon (Not that good of a card ran singly with no real support.)
-2 The 2 Normal dragon monsters (Not really doing anything for the deck but stalling.)
-3 Shrink (You could have better cards.)

+2 Red-Eyes Darkness-Metal- (Always run 3 of these in a dragon deck.)
+3 Red-Eyes Wyvern (helps with the whole darkness-metal advantage.)
+3 Totem Dragon (works well with your 6-8 star monsters.)
+2 Exploder Dragon (very helpful card.)
+1 Future Fusion (assuming your fusion summoning 5 Headed Dragon!)
+1 Giant Trunade (works well with Swords.)
+1 Burial From a Different Dimension (it might help..)

Well the problem with level modulation is it gives your opponent a card advantage. This would be bad, also you have a dragon deck and can do the same thing with Darkness-Metal Dragon anyways. Just get Darkness-Metal Dragon out special summon Horus Lvl6 and then destroy a monster with Horus Lvl6. Then you will have Horus Lvl8.

As far as Level up is concerned yes it would be a much better card then level modulation. However you would need to have the right conditions to use it, which I suppose wouldn't be too hard. Try it out see how often it works out for you or just becomes a dead card.

When making a deck I like to think about what the odds are % wise a card will end up of no use to me if I draw it. Generally I like to use only cards that most always have a use no matter what situation.
