Since it's "The Frogsicle" :D I'd like to suggest:

For the Frog, you'd like to use Dupe Frog, Flip Flop Frog, Submarine Frog at max. And also Uni Frog at 2.

For the Ice Barrier, it's better to run max Dewdark of Ice Barrier and Cryomancer of Ice Barrier.

For the tech cards, Star Boy might be worth to run in this deck. Run it at 3 for more atk.

Also Penguin Soldier's eff is amazing. Don't side it, main it.

Side Effect Veiler. Don't main it e.e

For the Spell, Salvage would be a good card for this "Frogsicle". A card that's really needed for the water decks.

Try to run Level Limit - Area B. Since your deck is full of lvl 3 or lower.

Probably Wetlands would be run in 3. Just saying.

You won't need Pot of Avarice. You will reuse the monsters again.

Level Limit - Area B is running. So it's supposed to be better than Swords of Revealing Light.

Field Barrier is no need. Also Axe of Despair, United We Stand, Mage Force. You won't need these spells which increase your monster's atk.

For the Trap, use Froggy Forcefield because you run frogs.

Run Gravity Bind at 3. That's important to keep your monsters survive.

That will not be at 40. But you can fix it can't you? +1 me again :D

Because you don't use much the Extra, I won't fix it XD

thanks Centrik. Frogsicle is more effective now the changes were amazing, it is more situational/versatile than OTKish. but effect veiler on side??? NEVER. hahahahaha. i run 40 card deck :D

and yes, effect veiler is my trumph card

uhm...level limit is better then Revealing since your monsters are level 3 and lower. And it's continuous. Revealing only lasts 3 turns.

xyz monsters can penetrate through level limit area and gravity bind. i was playing it at yu gi oh pro O.o

i now run 2 Cryomancer 2 gravity bind and 2 limit area B and 2 swords xD

Cryomancer should be run at 3. It's really good if you don't have Area B, Revealing or Bind. This Cryo will make the deck more stall.
