Skill drain vs Jinzo

If theres a Skill Drain face-up on fiel and i summon Jinzo will Jinzo negate skill drain?

Well, I do not think so.
First, Skill Drain's effect has already took place before Jinzo was summoned, so it negates Jinzo's effect.
Second, Skill Drain is Speed 2 while Jinzo is Speed 1, but I think that's not why Skill Drain Negates Jinzo.

So, my answer is No.

Which is played first negates the other unless SD is chained

simple words: if Jinzo is summoned then you can't chain Skill Drain to it
if Skill Drain is already active before you summon Jinzo then Jinzo will not gain its effect and will not negate Skill Drain
