it depends on the flipping condition:
"Skill Drain" will negate Flip Effects, and you can chain the activation of "Skill Drain" to the activation of a Flip Effect, but you cannot activate "Skill Drain" in the Damage Step because it does not specifically modify ATK or DEF, so you cannot chain "Skill Drain" to a Flip Effect that is activated because a monster was attacked while face-down.

Yes, any effect that occurs while a monster is face up on the field is negated. Even if the monster was flipped via battle, it is still considered to be on the field at the time in which flip effects are activated.

Yes, because that flip effect is activate when the card is flipped FACE-UP. Focus on FACE UP.
Since its face up, immediately Skill Drain kicks in and negates its effect.
