Just a simple question I cant find the answer for: Is Pot Of Duality's effect that doesn't let you special summon a cost?

It's not a cost but a condition. If you activate Pot of Duality, you wouldn't be able to Special Summon because Pot of Duality has set a condition that you must follow, also if you Special Summoned before you wanned to activate Pot of Duality you wouldn't be able to do so because of that condition.
