(this card doesn't remove card from graveyard btw).

Well it depends i guess, If the card is limited you don't see to see hand/deck for sure.

But if you remove Debris, Dandy etc I think you have to call a judge to verify that he has no other copies. I'm not sure though

And no you don't NEED to call a judge: You can, but you dont need too.People only do that, because they don't want to flash their deck. Your opponent has to briefly verify that everything went correctly.

It would be pretty stupid if they continue to argue against that, as you could just call a Judge for Delay of game.
