Dose this card negates the activation of a monster if that monster is in Graveyard?
Like for example Masked Dragon effect or Red-Eyes Wyvern Eff?

Confirmed,you can.This is a counter trap so it can be activated during damage step.

Chariot negates effects activates in hand/field/Graveyard. Thats why it can destroy gorz/trag/fader etc.. It can negate searchers like Sangan/Tomato and stuff like that..
