I just have some few questions about how or what is the ruling about "tagging out"

Lets say if I have GB Bestiari on the field and GB Laquari and my opponen has one back row.
After I attack succesfully without any counters can I tag out my GB Bestiari first to special summon any GB except Bestiari and then tag out my GB Laquari for GB Bestiari then use its effect to destroy that backrow or field spell?

I think so, almost sure about that because you cant tag all at same time, in yugioh all have a order to fallow so if you tag bestiari first i think you can get it again with laquari

Yes you can.

They're tagged separately. So you do Bestiari then Laquari.
