Black Return and Blackback

Assuming I have both of Black Return and Blackback on my side of the field, I activate Blackback and proceed to special summon 1 Blackwing monster from my graveyard, my question is:

1. Can i activate Black Return?
2. If yes, o i activate it as C2 or do i do it after Blackwing resolves?

1. Blackback targets a monster
2. Blackback Special Summons the targeted monster
3. Priority is passed over to the opponent to see if they have any responses.

4a. If they have a response (e.g. Bottomless Trap Hole), you can chain Black Return to the card they activated.
4b. If they do not have a response, you may activate Black Return.
