Well, if my opponent has more monsters than me on the field, they've likely already killed my tokens anyway, since the monsters can't be destroyed with Tokens out, so Scramble wouldn't really ever have a chance to activate

Trust me, it gets a chance for activation. My friend runs this deck, and Scramble Scramble gives him a lot of swarming capabilities, and has won him a lot of duels against the Meta. Even if you don't like it, I suggest making a separate deck to test with Scramble and see how it works for you. You might just find that your original theory was wrong.

where will the tokens come from without monsters?
