Swap Frog + Atlantean's

I have a question, if I send for example Atlantean Dragoon's to the grave as a cost to special summon Swap Frog, does Dragoon's effect activate?

Yes.

Their effects activate even when used as a cost for a water monster.

and why isn't this used more often?

Because Swap Frog is an inherent Special Summon, meaning its summon does not start a chain, Atlanteans discarded will not activate their effects.

AH! I see! I was wondering why Abyssmegalo works but swap frog not! thanks Irate, and everyone else who answered too of course
