Here is an interesting article I made regarding these two cards. Many question on which card is better. These cards are both helpful in one way. It depends on the situation you are in. I will be discussing the pros and cons for each card.

Solemn Judgment

Solemn Judgment is a card used in desperate situations. This card can clearly change the outcome of a match. The main reason why people don't use it is because of the price. The thing is that the price shouldn't matter as you are saving your self. This card should be used at the right time. If this card is used improperly, it will affect you. Solemn can either help you or hurt you.

Situation:

Proper way to use it.

Your opponent summons Zaborg the thunder monarch. On your side of the field, you have Blue-Eyes White dragon with a solemn judgment set. This is the perfect time to use it as it clearly changes the outcome of this duel. When you negate Zaborg, your BEWD will still be on the field and you just saved yourself a monster and 2400 damage to your life points.

Improper way to use it

If you have a Zombie Master on your side of the field with 8000 LP. Your opponent activates Lightning Vortex. You have solemn, and you activate it. You saved your monster but you paid a huge price and your opponent probably has something else to destroy your monster with. This is the worst way off using it.


Summary

Solemn Judgment should only be used in situations that are emergency. Solemn can be a bit risky at times but you have to know what is going on. Expect the worse from you opponents. If you think that it will change the outcome of the duel, than use it.



Dark bribe

Dark bribe is a trap card that many people like. It can be very annoying to other duelists. This card may be good according to negation, but its effect helps your opponent. If you help the opponent out, you never know what may happen. This card can cause turning points of matches for your opponents as they may get a good top card that can win them the duel. The good part of this is that it may help you in the course of the duel when your opponent activates a good spell/trap. This card is very risky.

Proper way to use it

When you are running a Demise OTK, this is the best time to use this card. You have Demise on your side of the field and your opponent uses smashing ground. This card should be used at that time as you need to save your LP for Demise effect. This card may change the outcome of a game as well.

Improper way to use it

Your opponent is losing, but he is using an exodia deck. When you activate bribe, this will cause your opponent to draw which may give him a piece to let him win the game. This is an obvious example that YGO players must understand.


So now the question is, which card is better?

Both of them are really good, but in the end it comes down to what deck you are using. As mentioned above, decks like Demise OTK that you have to save every LP for the effects should use Dark Bribes. However, the majority of decks should be using solemn as they are simple decks that don't need to save LP for their effects.

IMO, you give way too much credit to Dark Bribe. It may not decrease your LP, but it does far worse by giving you that -1. With ARA limited, Demise decks aren't the awesome decks they used to be so hardly anybody runs them. The only deck, imo, that should run Dark Bribe over Solemn Judgment is Counter Fairies, and that is only because Meltiel and Artemis make up for that +1 to the opponent. Life points are pretty meaningless unless they are 0 in today's meta and they should never be used to determine who is winning a duel, so SJ >> DB. This is said without even mentioning the fact that Solemn negates summons as well, which means stopping Synchros, JD, and DAD! Solemn is a much more flexible card that doesn't give your opponent that +1 card advantage like Dark Bribe and the only bad thing about Solemn is the people who just don't know how to handle it properly. End rant.

Well, to short and not detailed. And as Neko said, you gave Dark Bribe to much credit.
Plus, you did not give many examples, neither did you explain the various things Solemn Judgment can negate, and when to do so?
And, Solemn Judgment is not always more useful than Dark Bribe, Neko.

In an Anti-Meta deck, Solemn Judgment is not as useful as Dark Bribe. In some cases.
If your opponent Activates Monster Reborn, you can't negate that monster that was Specially Summoned.(Of course you know why) Not only Monster Reborn, what about VS End of the World, or Book of Life, you could either use Dark Bribe and let your opponent Draw 1 card, or you can use Solemn Judgment and lose half your life points.

Also, Solemn Judgment is also better than other cards in some cases. Like when your opponent summons Zaborg, if you chain with Bottomless Trap Hole, Zaborg gets it's effect, but if you chain will Solemn, it does not.

So, we can conclude that Dark Bribe = Solemn Judgment since each "takes the spotlight" depending on the what it is negating.
