Negating Special Summon

I used Monster Reborn.

Can my opponent negate it with Raiou?

No. Raiou can only negate Special Summons that are inherent special summons, not special summons that come from an effect. This is because the time when Raiou (or Solemn Judgment for that matter) is allowed to activate to negate the summon, an effect is still resolving. As you know, you cannot activate another card while an effect is in the middle of resolving. Monster Reborn is still resolving up until the point that the monster is successfully summoned, which is past the window of negating the summon.

Yes, Just as I thought

Solemn Judgment has to negate Monster Reborn and not the Special Summon. That thought made me post this question about Raiou.
