OK, I'm not much of a deck-builder, but why is E-Hero Neos in here?

If you want a dragon deck that will stand a chance, I wouldn't focus on the Red-Eyes monsters, so take out all cards except these:

3 Red-Eyes Darkness Metal Dragon
1 Mystical Space Typhoon
1 Call of the Haunted
1 Dust Tornado

Depending on which type of dragon deck you use different cards, but if you make a disaster dragon deck you can add 34 more cards like Red-Eyes Wyvern, Totem Dragon, Masked Dragon, Koa'ki Meiru Drago.
Heavy Storm, Brain Control, Future Fusion, Gold Sarcophagus.
Mirror Force, Torrential Tribute, Bottomless Trap Hole.

Those are some of the cards you can use in that type of deck.

I just realized you don't have enough Red-Eyes cards to make a really consistent Red-Eyes deck. Darkness Metal Dragon is usually better at 2 or 3, to get stronger Dragons out faster, and Red-Eyes B. Dragon should have at least 2.

Second, you have too many non-Dragon cards. Focusing on Dragons alone should give you an extra edge.

Third, Lord of D., while a support for Dragons, ain't all that good. He can be killed by a lot of monsters before you can even draw the flute. I'd neg him.

I think you need to look at this and think, alot of the cards don't even make sense. Its fair enough that you want your favourite cards in your deck but you wont fair very well if like this. You should work out some good combos and get rid of anything that you wouldn't find in a dragon deck, e.g. "Dark Magician" and "Elemental Hero Neos"
Everyone's advice is great, I'd recommend "Luster Dragon" as its got a high attack for a card that only needs one tribute.
