Can his first SS effect be used during opponent turn or during your turn when your opponent activates a card that would destroy a U.A. monster on your side on the field?

You can't SS it as a Chain 2 Or higher. It is a Summoning condition not an effect that ss. It is just like Fallen Angel of Roses for example.

it shouldnt be once per turn

This archetype needs more support before it can do anything. The idea is there but you can tell Konami have no current intentions of making this a particularly strong deck.
