Dark Simorgh Effect !

If i summoned Dark Simorgh and my opponent already have a face down trap before i summon dark simrogh can he activate his trap ?!

Next time, try looking it up on netrep, wikia, or yugioh-card.com. There is a ruling that states this quite clearly. Anyways, Dark Simorgh doesn't negate anything. He doesn't destroy cards that are already set. He doesn't stop you from activating set cards. He only stops your opponent from setting cards on the field while he is face-up.
