When they're XYZ Summoned, if my opponent chains Torrential Tribute or whatever destroys them when the time meets, they can't activate theif effects?

Anything that states "negate the special summon" will not allow the monsters to chain their effects. Like Solemn Warning or Solemn Judgment. If someone activates Torrential or Bottomless Trap Hole, then you're allowed to detach a material to protect it.

Then can Shi En negate Torrential Tribute, BTH, etc,...? When it's SYN-ed.

He has a Quick Effect => Yes. However he can't chain to Counter Traps.

You can use their effects, yes, but they don't activate. They are continuous effects.

To answer your 2nd question: Yes. It's a quick effect, which means it's spell speed 2. If it was an ignition effect, then it wouldn't be able too.
