The only Constellar monsters you absolutely need are
3 kaus
3 pollux
3 algeidi
3 sombres.

Ultimate Offering is at 1.

not having kaus at 3 in a constellar deck is a very bad idea

Merge Fire Fist for Kaus so you won't need to use Offering.

Before building a deck you must always know what you want to do with it. That said, it feels like you don't understand the purpose of this deck.

Anyway to the fix.

Far too many monsters.
Outside of hand traps: Veiler and Honest, you need only:

3 kaus
3 pollux
3 algeidi
3 sombres

Spell line-up is bad as well.
There are far too many random cards there. Cards like Tenki and ROTA are a must in this deck.
Take note that you can tech a copy of FF Bear in the deck, given that you play 3 Tenki. Only Bear tho, Gorilla is bad in this time of the format.

Trap line-up is very poor.
You do not need Ultimate Offering as you already have monsters that let you "Double summon" (even Triple). Road is bad. SW and 2 BTH isn't enough.
Compulse is a MUST trap card for any deck that's not E-dragons or Spellbook.

I don't like most of your main. That's why I didn't do a "whole" fix, since I feel like I'll be giving you a new deck that way.
