Can you use Evolzar laggias effect when wave-motion cannon's effect is used after say 3 standby phases when its sent to the graveyard

Evolzar Laggia can only negate the activation of a spell not the effect of the spell itself, but im a nub so i may be wrong Razz

No. Laggia has to negate the ACTIVATION of the card, not the activation of the effect. This is similar to trying to Solemn Warning an Infernity Launcher.

Laggia negates the activation of the spell card, not the effect.

So if Cannon has already been on the field for 3 turns then Laggia cannot negate it.
