ok some duelists say that this move is not good and some say yes i want the right answer

this is what on cyber twin dragon says :"Cyber Dragon" + "Cyber Dragon".
A Fusion Summon of this card can only be conducted with the above Fusion Material Monsters
Some duelists say that i can't use THE LIGHT - HEX-SEALED FUSION with cyber dragon or proto-cyber dragon couse hex is a substitude and not the card written above(:"CyberDragon"+ "Cyber Dragon")

so can i fuse them? and if i use future fusion can fuse them?

The Light - Hex-Sealed Fusion's 2nd effect reads:

By Tributing Fusion Material Monsters on the field, including this card, Special Summon 1 LIGHT Fusion Monster from your Fusion Deck.

This is NOT a fusion summon. Cyber Twin's eff only stops you from using Fusion Material monsters for a fusion summon. For a regular Special summon, however, there is nothing stopping you.
