Question about "Hand Destruction"

In the rulings section for Hand Destruction (http://yugioh.wikia.com/wiki/Card_Rulings:Hand_Destruction) there is a rule that hand destruction can't be activated if either player has less than two cards in their hand. This rule is under previously official rulings. Does that mean that Hand Destruction may be used when I have fewer than two cards in my hand?

No. The previously official rules are rules issued by UDE, and may or may not be in use anymore (they typically are). In the case of Hand Destruction, the answer is literally in the text. You can't activate it if either player doesn't fulfill its condition, being having two cards in their hand upon it's activation.
