Yes even if it is effect monster it is special summoned face up. You can special summon monsters only in face up positions. Also sometimes there is said what position you have to summon the monster. Like call of the haunted: It says you have to special summon monster in face up Attack position. BUT there are some effects what says that you have to special summon in face down defenese position. And only then you can special summon monster in face down position.

Cards are never Special Summoned in face-down positions unless a card effect explicitely states it, like Nimble Momonga or Naturia Cherries.

All other cards are always Special Summoned in face-up positions.
