If a special summon effect does not specifically state that the monster can be summoned face-down, then you must summon it face-up.

This is also true for cards that don't specify where they're summoned from. Unless a card specifically states that it can be special summoned anywhere other than the hand, then it is assumed that your can only special summon it from your hand in the case of it's own effect, or in the case of an inherit summon (disregarding nomi and seemi-nomi cards). Likewise, it's also assumed that any card banished from the deck is banished face-up, unless stated otherwise, and in the case of GK Spy (or anything comparable) that anything special summoned through it's effect is special summoned face-up unless specified. Cards like The Shallow Grave, Spear Cretin, Golden Upstart Ninja, and others are all cards that specifically state that the monster is special summoned face-down.
