In order to make Photons effective, you gotta make them Anti-Meta.What
they are good at is beating the hell out of your opponent, so take
advantage of it. So, here's the changes I'd find reasonable here
(prepare for wall of text Smile )

-3 Photon Cerberus

-2 Photon Circle

-2 Photon Leo
-2 Photon Lizard

-1 Cyber Dragon (your beatsticks will be enough)

-1 Alexandrite Dragon

-1 ZW Unicorn Spear

-1 Shining Angel (Pretty useless, you monsters are all huge)

-1 Galaxy Eyes Photon Dragon (might be a dead draw sometimes at 2, at 1
you can be sure that when you got it, you will summon it at some point)

-1 Gagaga Magician (Meh)

-1 Double Summon

-1 Swords of Revealing Light

-1 of this card to the right of Swords of Revealing Light (when I don't
know a card, it usually means it sucks horribly, no exaggeration Razz)

-1 Heavy Storm (explanation down)

-1 Blustering Winds

-1 Photon Trident (you'll play heavy 1-for-1 spell/trap destruction)

-1 Lucky Iron Axe

-1 the card to the right of Lucky Iron Axe (same as before)

-1 Call of the Haunted

-1 Reinforced Space

-1 Defense Draw

-1 Xyz Effect

-1 Sakuretsu Armor

Sooo, let's go the the + section, equally as big as you might imagine Razz

+3 Photon Thrasher (Amazing. Just amazing.)

+1 Photon Crusher

+3 Beast King Barbaros (Yes, you'll play Skill Drains)

+3 Thunder King Rai-Oh (His effect activates in the graveyard, no fear for Skill Drains)
+1 Neo-Spacian Grandmole (doesn't do well with Skill Drain, but is a nice backup plan)

+2 Mystical Space Typhoon (to cover up for Heavy Storm)

+3 Smashing Ground
+1 Monster Reborn
+1 Dark Hole

+2 Starlight Road
+3 Skill Drain
+2 Solemn Warning
+1 Solemn Judgment
+2 Dimensional Prison
+2 Bottomless Trap Hole
+1 Trap Hole (I tech 1-2 in many of my antimeta decks, I just love them Smile )
+2 Torrential Tribute (Best trap in game. Play it at 2.)

Here you go. I made you a competitive Photon deck, as budget as I could. By the way, the reason for not playing Heavy Storm is that it interferes with your Skill Drains.

Take a look here for the short version:

wow so many cards gone haha, but yeah I understand why and I totally agree with you on Photon Thrasher, one of my favourites although its restrictions can make it sort of useless, also would adding twin photon lizard help getting galaxy-eyes out faster?? and wouldn't having 3 skill drains, 2 warnings and 1 judgement quickly deplete your life points?? but anyway thanks a lot for the help and the deck list really appreciate it. Smile

About your questions: What plays role in yugioh isn't the life points, it's the control a player gets. If i.e. you got 500 life points, but you got 5 monsters on the field, while your opponent has been locked down, you got the advantage, even if they have 8000 lifepoints (except if it's a burn deck of course -.-)

No worries about the galaxy-eyes, it can be summoned with a thrasher and a crusher, which in turn can be summoned together in one turn Smile.
