If there isn't any monster any monster in my opponent's graveyard can I activate the shallow grave?

No. There must be not only a monster, but a legal target in both players' grave in order to activate The Shallow Grave.

"The Shallow Grave" cannot be activated if either play has no open Monster Card Zones or if either player does not have a monster in their Graveyard that they can Special Summon.
