Not totally without magic , more as Anime's that don't use magic a lot .
For example Animes like Naruto and Fairy Tail (Yes and Bleach) are not in this group , as they are always overdoing it.

Even though it claims to be science and such.

FMA and Railgun/Index kind of do abuse the concept of superpowers. Which in my book at the end of the day is considered magic.
