How it works?

In which scenario of Priority are you talking about? Like in chains, Player A activates a spell, Priority is passed to Player B and he gets to choose to chain or not. Or when going into the next phase, priority is passed to the non-turn player and he gets to decide if Turn player can enter the next phase. Hope that helps.

What Fluffy said is correct. There's also the thing where the turn player's mandatory effects happen first. Think you posted on that one.
