Must be Synchro Summoned, and cannot be Special Summoned by other ways. (1) Each card you control cannot be destroyed by battle or effect once per turn. (2) Once per turn, during either player’s turn, when an opponent’s monster effect is activated: You can negate that effect, and if you do, destroy 1 card on the field. (3) You can banish this card from your Graveyard, then target 1 Level 8 or lower “Stardust” monster in your Graveyard; Special Summon it.

It is not bad. But he cannot replace Quasar. It can protect every card you control once per turn: that's cool and fun! and can Negate a monster effect per turn and destroy whatever card you want (So you can choose to destroy the monster you negated OR another card).
But for example it cannot avoid Dimensional Prison. Finally it can be banished from the graveyard, to special summon a properly summoned "stardust" monster whose level 8 or lower from the graveyard.

I've taken a look at both of them, and with my knowledge, I can agree that Quasar is better. Quasar gets a minimum of 2 extra attacks, usually halving your opponent's life at the least. Sifr can protect every monster you have once per turn. However, I will admit that I like Sifr's effect of destroying one card of choice while negating a card effect. But, when Sifr leaves the field, you get an option of a level 8 or lower (properly) summoned Stardust monster. In other words, two monsters that you would usually want to get out: Stardust Dragon and Stardust Spark Dragon. With Quasar, you get Shooting Star Dragon, who is usually good, especially if you get lucky with its excavating effect. Along with that, you get Stardust's effect and the effect to negate an attack by banishing it and bringing it back during the End Phase. Shooting Star also has greater attack than Stardust Dragon and Stardust Spark, so. Yeah. Sifr definitely seems neat and something that some might use, but I think that Quasar will not be replaced by its manga counterpart.
