Yeah Qliphort is the only -10 Tier Deck.
Here 1 of 2 examples.

Reqliphort

[SCD] Reqliphort HjUVtlH

(1) If a Level 4 or lower monster is Normal or Flip Summoned: Negate its effects until the end of the turn. (2) If a Level 5 or higher monster(s) is Special Summoned: Negate its effects until the end of the turn. Banish it if it leaves the field. (3) If there is no face-up “Qliphort” card except for “Reqliphort”, send this card to the Graveyard.

The last effect lost me. You can't make use of this card unless you have 'Qliphort' card face-up?

If you only control this card and no other "Qli" cards you send it to the grave.

So I can't use the first two effects? or do I just use these effects and then send it to grave. Because that means I can use this in all of my decks ._.

After you flip it, it will be sent to the graveyard, And since it is conti. stuff it will NOT resolve.

Scout can't search Skill Drain tho

Only negates monsters with levels unlike Skill Drain, plus it needs a "Qli" card in order to be face up.
