(2) You can send this face-up card in your Spell & Trap Zone to the Graveyard, then target 1 “Wind-Up” Xyz Monster you control; Special Summon from your Extra Deck, 1 “Wind-Up” monster that is 1 Rank higher than that monster you control, by using it as the Xyz Material. (This Special Summon is treated as an Xyz Summon, Xyz Materials attached to that monster also become Xyz Materials on the Summoned monster.)

yes

the point is no one uses the Rank 4. anyways maybe they will print a new one xyz.

I abuse rank-ups as it is at the moment so this just makes my deck worse for abusing.
