If your opponent selected, for example, level 4. You get a monster like Dark Magician (It's level is higher). You can special summon him since he is higher than the selected. If you get a card like DAD, or Ancient Gear Golem, or Gate Guardian, for example, they cannot be special summoned.

Remember all the other cards go to grave. If you don't get a monster within the selected level your opponent calls you return all those cards to the deck and shuffle. I hoped that helped and provided some extra information for you.
