Tokens cannot be overlayed, as you cannot send them anywhere but the field. Unless a card says so, you may not use the actual spell card "Scapegoat" as an overlay unit.

tokens cannot be overlayed and IF you could do that (which you cannot) the tokens are all level 1 ._.
