I've been looking everywhere and I can't find any information on them. What were/are they for and why is it so rare for the gauge to go up?

They're for the survival duels.
When the bioband is full you have a chance to duel the current survival master and to take his title.

You need 10 straight wins to have the full bar.
It is quite harder than you think.

Much harder indeed. But thanks for clearing everything up. Guess I have to start practicing haha.
