you'd expect a card like that to be more.....powerful effect-wise.

It's a card meant to be the fusion of 2 monsters that are relatively easy to get together, unlike trying to get 3 Blue-Eyes, or 3 Cyber Dragons. Although the effect seems kinda weird, much less not powerful enough.

I figure it'd give an attack boost for Dragon/Machine type monsters on the field and/or graveyard or something like that.

Well I didn't want to make it too over powered but giving other machines and dragons boosts is a good idea.
