I nominate Blackwing - Gale the Whirlwind. It is the new most spammable tuner now that E Teleport is limited.

Summoner Monk

This card cannot be Tributed. When this card is Normal or Flip Summoned, it is changed to Defense Position. Once per turn, you can discard 1 Spell Card to Special Summon 1 Level 4 monster from your Deck. It cannot attack this turn.



Well, since Emergency Teleport is now Limited, other ways of getting Tuners should be used.
Summoner Monk is one of the best cards to bring out Tuners,and a hand without a Spell, it rarely happens.
You can easily Summon Krebons, or Iron Chain Coil, and use it with Summoner Monk or any monster to summon a Synchro Monster.
Or even use it with Blackwings:
1 Gale the WhirlWind in hand and 1 Spell.
You use Summoner Monk to get Shura of the Blue Flame, then Special Summon Gale and summon a Synchro all in 1 Turn.

Summoner Monk also has good DEF, which makes it a little bit more harder to destroy. Can be protected by Gravity Bind and other cards until you summon all the Cards you want.

its a very useful cards that really stop many strategies that depends on special summoning as zombie,Darkworld,dragon decks(that depend on REDMD)...etc
it can even stop the summoner monk

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by sending 3 monsters you control to the Graveyard. When this card is succesfully Special Summoned, toss a coin. This card gains one of the following effects based on the result:
- Heads: When this card destroys an opponent's monster by battle and sends it to the Graveyard, you can return 1 card in your Graveyard to your hand.
-Tails: Negate the activation and effect of an Effect Monster, Spell or Trap Card that targets this card and destroy it. For each card's activation negated by this effect, this card loses 1000 ATK.
