and your opponents havent got any monsters in his grave.
Can u special summon him or ur opponent must have monster in grave
that he has to special summon ?

as we studied in school, can is optional, it's not an obligation xD
*You can use the effect of this card to change its Normal Summon to a
Special Summon even if your opponent has no monsters in their
