the absolute best Spellcaster support card Konami has ever made, too bad its the only one.

It doesn't require the opponent to have a monster, it's optional effect.

It depends on how you use the card: You could use it in a way to save one of your monsters also destroy an opponent's in return when they attempt to destroy a monster of yours.

Again, It depends on how you use it.

For instance, in one of my games, I had Gagaga Magician on my field, i attacked to finish the game; my opponent chained Dimensional Prison, i chained Magical Dimension and tribute Gagaga Magician for Dark Magician and end the game.

I'm not saying It's the best card in the world. Looking on the entire YGO spell and trap cards from a logical perspective they all have weaknesses, and this card is no exception. Still, for such an undeveloped arch-type such as Spellcasters this card is a game changer in several scenarios.
